NORTH OKALOOSA WATER RECLAMATION REHABILITATION

Water Reclamation of NW Florida LLC - Treatment Plant Rehabilitation – Laurel Hill, FL
Water Reclamation of NW Florida was established in 2006 to provide wastewater collection, transmission, and treatment services to Heritage Plantation. Heritage Plantation is a 1,400 + acre 900 unit subdivision located north of Crestview, near Laurel Hill, Florida.
Mr. Rogers executed the planning, design and permitting of a 27,000 gpd packaged treatment plant to serve as a starter plant for the Heritage Plantation subdivision. The plant is a state of the art, fully automated, Membrane Bioreactor by Kruger of Veolia. The treatment process includes flow equalization, mechanical screening, nitrification, denitrification, membrane filtration and high level disinfection. The process mechanical equipment is controlled by a programmable logic controller. The treatment plant discharges to a pair of rapid rate infiltration basins (RIBs), allowing the high quality reclaimed water to percolate into the surrounding groundwater. The discharge is monitored by a background and compliance monitoring wells.
The subdivision infrastructure, water, sewer, underground electric, roads, and treatment plant were installed and operational in 2008. As a result of the economic downturn in 2009, the development stopped and sat idle until 2015.
In response to a resurgence of development in 2015 in Northwest Florida, Mr. Rogers contracted with the new Owners of the subdivision to rehabilitate and to provide operations assistance for the 27,000 treatment plant. Mr. Rogers directed the procurement and installation of new process pumps, blowers, and field monitoring instrumentation. Repairs and rehabilitation of the facility were completed in 2016. Following completion of rehabilitation, the plant was idled again until 2019.
In 2019 development in Northwest Florida began to surge. Rogers Engineering, Inc. contracted with Water Reclamation of NW Florida to rehabilitate the treatment plant and make it operational. The plant was in a severe state of deterioration. Mr. Rogers directed and performed the cleaning and inspection of the plant and subsequently the procurement and installation of replacement process pumps, blowers, field monitoring instruments and controls.
As a result of the plant having lost all power while sitting idle, the proprietary programming that had been installed in the controls was lost. The process programming had been designed and written by Kruger of Veolia in the early 2000s as part of their State of California Title 22 licensing effort  but due to the age of the equipment Kruger was no longer able to provide support for the reprogramming. Rogers Engineering recently completed a contract with the facility Owners to rehabilitate and reprogram the plant controls.
Rogers Engineering Inc. prepared updated process and instrumentation diagrams (PID), process flow charts and programming for a new PLC. The human interface panel PC and process screens for plant operation were restored. The effort to rehabilitate and program the facility controls is complete.
