NORTH OKALOOSA WATER RECLAMATION FACILITY EXPANSION


Green Energy Contracting LLC, Holt, Florida recently assumed ownership of Water Reclamation of NW Florida and the Heritage Plantation Subdivision. Their plan is to construct up to 400 homes and amenities originally planned for Heritage Plantation. New homes are currently under construction. The 27,000 gpd starter plant has the capacity for less than 100 homes. Rogers Engineering subcontracted with Constantine Engineering-Ardurra, Fort Walton Beach, Florida to plan, design, and permit (Design-Build) the expansion of the facility to 220,000 gpd. The treated effluent is to be supplied to the subdivision as public access reuse for distribution and irrigation within the subdivision and the subdivision golf course.
REI prepared requests for proposals to Client preferred vendors to supply the treatment plant tanks and process mechanical equipment to treat up to 110,000 gpd of wastewater from Heritage plantation. Initial proposals came in at or above $2 million. Drawing from REI’s relationships Mack Industries, Brunswick, Ohio was solicited for a proposal to supply the required tanks and mechanical process equipment. Mack’s proposal came in under $1 million and was contracted to supply.
REI recently completed the designs to integrate the package equipment to be provided by Mack Industries into the existing facility piping and infrastructure. REI prepared the Preliminary Engineering Report and application forms submitted to the Florida Department of Environmental Protection for permitting. The PER includes the plan for discharge is to land apply the reclaimed water to the existing 18 hole golf course at Heritage Plantation. The golf course is no longer in use by the subdivision and overgrown with local vegetation. REI is preparing plans to utilize the existing golf course irrigation system to land apply up to 390,000 gpd to the fairways and greens. REI prepared the plan to plant crimson clover for nutrient uptake and irrigate with reclaimed water. REI prepared the nutrient and water balance calculations.
This  design-build project is ongoing and is approximately complete.
