NAVARRE BEACH WASTEWATER FACILITY
UPGRADE PROJECT

This project was to upgrade the facility to meet the requirements for discharge to the Santa Rosa County Regional Reclaimed Water Facility, and  to replace the barrier oxidation ditch technology with new more reliable advanced technology. This project involved upgrading the existing Navarre Beach WWTF, a barrier oxidation ditch, to a 1.2 MGD 5-stage, Advanced Wastewater Treatment Facility (AWT). The existing facility was more than 20 years old and much of the equipment was severely deteriorated.

The barrier oxidation ditch was converted to a 5-stage process by utilizing the flow equalization basin for the 1st anaerobic phase and skids of fine bubble diffusers at prescribed locations inside the oxidation ditch structure to set up the other 4 stages of the process. The influent and return activated sludge lines were strategically relocated to promote the denitrification process. New positive displacement blowers were installed.

The existing 240-volt electrical system was completely replaced with a more advanced 480-volt system and new electrical and emergency generator buildings were constructed.  All pumps and electrical equipment were replaced.  A solids dewatering building was constructed and a belt filter press was installed.  The project services included project planning, design, bid phase services, construction administration and resident inspection.  The project value is $8.0 million.

Mr. Rogers led a team of architects, geotechnical, civil, mechanical, wastewater process, electrical, instrumentation and controls engineers, technicians, and CAD specialists to deliver this project.  Mr. Rogers was instrumental in delivering this project on time and on budget.  The project schedule was constrained due to the heavy seasonal flows that occurred in the spring and summer months, so work had to be coordinated to start and be substantially complete the project before the beginning of the subsequent tourist season.
