COAST CONSTRUCTION CONTROL LINE PERMITS

Mr Rogers was responsible for regulating all construction seaward of the Coastal Construction Control Line (CCCL) for four counties along the Eastern Coast of Florida, Brevard, Indian River, St Lucie and Martin Counties. This represents over 100 miles of Atlantic Coastline. Responsible for reviewing all applications for permits seaward of the CCCL in these four counties.  The CCCL represents the landward extent of impact due to storm surge and waves associated with a 100 year storm or major hurricane.  The location of the CCCL is calculated using hydrographic and topographic data and the “E-Dune” Computer Erosion Model. The final location of the line is established through a comprehensive study and public hearing process. Participated in the establishment of CCCLs in Brevard, Indian River, and St Lucie Counties.

Projects included residential, commercial, and coastal protection structures. Responsibilities included reviewing geotechnical, topographic, and hydrographic surveys of project sites; performing computer simulations of storm erosion to establish adequate structural elevations above the simulated storm surge; determine adequate bearing capacity and design piling loads due to wind and waves for major structural foundations; reviewing site and structural plans for adequacy to meet the coastal building code requirements; structural wind load calculations, 30-year erosion projections, evaluations of lighting and construction plans to protect nesting sea turtles; and reviews of native vegetation landscaping plans.
